Title: Policy Researcher

Salary: $23/hour-$27/hour, based on education and experience

Job Type: Part-time, Temporary

Benefits: Sick leave accrual  

Duration of Appointment: 6 months

Location/Schedule: Hybrid, at least once a week; Estimate 10-15 hours/week

About the Position: This role is a part-time, temporary position (10-15 hours/week). Brightline’s policy advocacy efforts are well-researched, data-driven, and community-informed. This involves legislative and regulatory research and analysis and the continual engagement of diverse stakeholders who are most directly impacted by poor air quality and climate change.

Key Responsibilities

  • Research, Analysis & Writing (70%)

  • Convening, Coalition-Building & Stakeholder Engagement (10%)

  • Team Support (20%)

  • Research, analyze, and draft reports, recommendations, and memorandums to support Brightline’s desired policy outcomes, including gains in the equitable deployment of renewable energy and green job creation. Policy topics that the policy researcher may focus on

    • Clean energy-related transmission build-out needs

    • California and intrastate clean energy priorities, including transmission and grid infrastructure development, equitable financing, and community benefits

    • Equitable offshore wind development

    • CalEnviroScreen and other EJ mapping tools

  • Track and engage on behalf of Brightline in a docket of state and federal regulatory proceedings.

  • Support research efforts of Brightline’s Policy team on ongoing projects, including policy work around offshore wind and air quality monitoring.

  • Collaborate with Brightline’s Special Counsel and Executive Director on legal proceedings and other regulatory matters.

Core Qualifications, Skills, and Abilities:

  • Bachelor’s degree or equivalent years of education and experience

  • 1-2 years of policy research, advocacy, and/or coalition-building experience

  • Capacity and desire to work with diverse communities and neighborhoods in San Francisco and statewide.

  • Strong interpersonal, written, and oral communication skills.

  • Creative, strategic, and analytical thinker with the ability to take initiative and manage multiple projects. ● Highly organized and able to work well with others.

  • Experience with community-based organizations and/or grassroots local organizing.

  • Ability to work with a variety of populations, including community leaders, government, and non-profit partners.

Preferred Skills & Qualifications

  • Familiarity with basic data analysis in R or Python

  • Familiarity with Adobe software (Photoshop, Illustrator), Canva, and/or other illustration tools
